Organization for Safe Cannabis Regulation (OSCR)

The Organization for Safe Cannabis Regulation (OSCR) is a nonprofit Florida corporation.  The Chairman of OSCR is Gerald Greenspoon, Esq., the co-founder and managing partner of Greenspoon Marder.  Matthew Ginder, Esq. manages the day-to-day operations of OSCR.

Purpose & Goals of OSCR

The purpose of OSCR is to ensure that the mandate of the voters is carried out by the Florida Legislature and Department of Health.  Indeed, the expansion of access to medical marijuana is best achieved by creating a broad, well-regulated marketplace.  To achieve that goal, OSCR will be advocating for laws that create independently “registered” entities that perform specific functions along the production and distribution chain.  Vertical integration should no longer be required, but rather optional.  Additionally, OSCR will advocate for the allowance of significantly more businesses to enter the marketplace.  The Director of the Office of Compassionate Use estimated that 300,000-600,000 patients will qualify for medical marijuana under Article X, Section 29 of the Florida Constitution (formerly Amendment 2).  The current handful of companies cannot effectively provide a variety of high-quality, competitively priced medical marijuana products to all of the qualifying patients of Florida.

Function of OSCR

OSCR will have the primary function of hiring lobbyists to advocate for its positions.  OSCR will also make campaign contributions to certain political candidates.  OSCR may also host fundraising, networking, or educational events.

How to Become a Member of OSCR

Click on the “Become a Member” Tab to access the 2017 Membership Application for OSCR.  It is not a foregone conclusion that the Florida Legislature and the Department of Health will implement Article X, Section 29 of the Florida Constitution (formerly Amendment 2) in a manner that is consistent with OSCR’s position.  It is critical to contribute to OSCR so that your voice is heard in Tallahassee.  We have a small window of time to shape the new and critically important medical marijuana industry in Florida.  The time to act is now. It is not a foregone conclusion that the Florida Legislature and/or Department of Health will implement Amendment 2 in a manner that is consistent with OSCR’s position.  That is why it is critical that we have a strong presence in Tallahassee.  Meetings in the Florida Legislature to discuss the implementation of Amendment 2 have already begun.  As such, we must act quickly.  I sincerely hope that you assist our efforts by pledging a contribution to OSCR on the attached application.
